Good question and one that has either answer. In open wheels I think you will find floor mounts are much more practical but you could mount a cross plate and use swing arms. Purpose built c-dans are much more likely to have swing arms because of available mounting points. Although GT style ground up builds often result in floor mounts too.
The point is, the major suppliers all make both. So pick what you NEED/LIKE and go for it. There may be some slight advantage to swings if you're big in to heel and toe.

1932 6C 1750 Spider Alfas were floor mount with the throttle in the middle. Go for it.
that would make for an awkward left foot braking scenario
