Saw some pictures of paving going on at the Ridge on another site (Attached) are they still missing a top coat to bring the pavement up to the curb (Original poster said no)

The lip you're seeing where the concrete curb is higher than the asphalt will be blended with more asphalt, using what's called a "wedge", as has been done at every other curb area around the circuit. The height difference you're seeing is intentional, to accommodate the future final lift or layer of asphalt. There is much work left to do before this area of the track is finished, including final grading to bring the ground level up even with the curb, constructing new runoff area barriers, and other things.
