I'm not going to go through the whole list, but these are the rules changes (as numbered in the official list) that were passed by the drivers and confirmed by the E-Board: 1, 3, 6, 8, 9, 10, 11, 12, 13, 14, 16, 18, 19, 20, 21, 22, 23, 24, 25, 26, and 27.

Now, rule change 1 was the change to REQUIRE SFI and/or FIA-rated head-and-neck restraints. Anyone whining about it should ask themselves if they voted at their club's rule change meeting and whether they tried to get others to go with them. That said, the E-Board elected to table confirmation on its passage until the Spring Meeting, which means it's NOT YET a rule.

There is a big discussion ongoing related to rule changes 14 (passed) and 15 (failed by C-Board, overruled and therefore passed by E-Board), as well as rule 703, that will be resolved at the Spring Meeting.
